F. No. 3/1/2016–P&P-II.  The Staff Selection Commission will hold an examination for Recruitment of Sub-Inspector in Delhi Police & Central Armed Police Forces (CAPFs) and Assistant Sub Inspector in CISF on 20-3-2016 (Paper-I) & 05-06-2016 (Paper-II).

ABOUT:    The Government of India, in the Department of Personnel and Administrative Reforms vide its Resolution No. 46/1(S)/74-Estt.(B) dated the 4th November, 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been re-designated as Staff Selection Commission effective from the 26th September, 1977 to make recruitment to various Class III (now Group “C”) (non-technical) posts in the various Ministries /Departments of the Govt. of India and in Subordinate Offices. The functions of the Staff Selection Commission have been enlarged from time to time and now it carries out the recruitment also to all Group “B” posts in the pay scale of Rs 9300 to 34800 with a grade pay of Rs 42000 The functions of the Staff Selection Commission were redefined by the Government of India, Ministry of Personnel, Public Grievances and Pensions vide its Resolution No.39018/1/98-Estt.(B) dated 21st May 1999 (may be seen under the heading Resolution). The new constitution and functions of the Staff Selection Commission came into effect from 1st June 1999.The Staff Selection Commission is an attached office of the Department of Personnel and Training and comprises of Chairman, two Members and a Secretary-cum-Controller of Examinations who are appointed on such terms and conditions as may be prescribed by the Central Government from time to time. The Commission is provided such supporting staff as considered necessary by the Central Government.

REQUIRED QUALIFICATION:        A passed of Bachelor’s Degree or equivalent in any discipline from any recognised University or equivalent.

BACHELOR’S DEGREE FROM A RECOGNISED UNIVERSITY OR EQUIVALENT. 

Note-I:      For the post of Sub Inspector in Delhi Police only:      Male candidates must possess and also carry a valid Driving License for LMV(Motor cycle and Car) as on the date fixed for Physical Endurance and Standard Tests . Otherwise they will not be allowed to undergo Physical Endurance and Standard Tests. However the candidates who do not have a Valid Driving License for LMV (Motor Cycle and Car) can apply for all other CAPFs posts.

NOTE-II:      As per Ministry of Human Resource Development Notification No. 44 dated 01.03.1995 published in Gazette of India edition dated 08.04.1995, the Degree obtained through open Universities/Distance Education Mode needs to be recognized by Distance Education Council, IGNOU. Accordingly, unless such Degrees had been recognized for the period when the candidates acquired the relevant qualification, they will not be accepted for the purpose of Educational Qualification.

Note – III:     Candidates who have not acquired the educational qualification as on 01-01-2016 will not be eligible and need not apply.

Note- IV:     All candidates who are declared qualified by the Commission will be required to produce all relevant Certificates such as Mark sheets for all the 3 years of Graduation/ Provisional Certificate/ Certificate of Graduation as proof of having acquired the minimum educational qualification on or before 01-01-2016 failing which the candidature of such candidate will be cancelled by the Commission. The candidates who are able to prove by documentary evidence that the result of the educational qualifying examination was declared on or before the cut-off date and he/she has been declared passed will also be considered to have met the required educational qualification.

NOTE – V:     A Matriculate Ex-Serviceman (which term includes an Ex-Serviceman, who has obtained the Indian Army Special Certificate of education or corresponding certificate in the Navy or the Air Force), who has put in not less than 15 years of service as on closing date with Armed Forces of the Union shall be considered eligible for appointment to the Group-C posts of SI in Delhi Police and ASI in CISF only. Thus, those Non-Graduate Ex-Servicemen who have not completed 15 years of service as on the last date for receipt of applications as stated in Note-III under Para 4 (B) are not eligible for these posts. 

Further, as per extant guidelines of Department of Personnel & Training, deemed graduation of Indian Army Special Certificate of education or corresponding certificate in the Navy or the Air Force, on completion of 15 years in Armed Forces is not applicable for Group-B posts.

REQUIRED AGE:    20 - 25 years as on 01-01-2016.

AGE RELAXATION:    Relaxation in age is applicable for reserved category candidates as per Govt. Rules.

REQUIRED FEE:      An amount of Rs 100/- as an application fee payable through online applications through SBI Challan /Net banking and any credit and debit cards will be accepted.

Women candidates and candidates belonging to Scheduled Caste, and Scheduled Tribes and Ex-Servicemen eligible for reservation are exempted from paying fee, as per rules/instructions of Department of Personnel and Training, Government of India.

POST RESERVATION:   Reservation is applicable for Scheduled caste (SC), Scheduled Tribe (ST), Other Backward Class (OBC), Women and Ex-Servicemen (ESM) candidates.

SELECTION PROCEDURE:   Candidates will be selected on the basis of their performance in Written Examination in Paper- I&II. Candidates will be recommended for appointment by the Commission on the basis of total marks in the Written Examination. There will be no interview component.

1 - Written Examination:  Paper 1st and 2nd.

2 - PHYSICAL ENDURENCE TEST (PET) / PHYSICAL STANDARD TEST (PST) are MANDATORY FOR ALL THE POSTS.

NOTE –I:    Candidates will have to undergo PET / MEDICAL Examination.

3 - Physical Efficiency (Endurance) Test:    (PET) (For all posts) -

For male candidates only

a) 100 meters race in 16 seconds.

b) 1.6 Kms race in 6.5 minutes.

c) Long Jump:  3.65 metres in 3 chances.

d) High Jump:  1.2 metres in 3 chances.

e) Shot put (16 Lbs):   4.5 metres in 3 chances.

For female candidates only

a) 100 metres race in 18 seconds.

b) 800 metres race in 4 minutes.

c) Long Jump:  2.7 metres (9 feet) in 3 chances.

d) High Jump:  0.9 metres (3 feet) in 3 chances.

Note: 1.   There shall be no minimum requirement of chest measurement for Female candidates.

2. Relaxation in height and chest (as the case may be) as mentioned above will be permissible only on production of certificate in the proforma as prescribed in Annexure VIII from the competent authorities of the District where they ordinarily reside.

3. “The relaxation in physical standards (height/chest) once granted at the time of initial appointment in Delhi Police will hold good till the individual concerned remains in Delhi Police.”

4. Those candidates who are declared not qualified in Physical Standards, i.e height and chest, may prefer an appeal, if they so desire, to the appellate authority present on the PET ground. The decision of the appellate authority will be final and no further appeal or representation in this regard will be entertained.

PHYSICAL STANDARDS (FOR ALL ABOVE POSTS) -

(i) Male Candidates: Height:  170 cms (162.5 cms for ST and 165 cms for Hill areas).
Chest (unexpanded/ expanded):  80 cms/ 85 cms (77/82 cms for ST and 80/85 cms for Hill areas).

(ii) Female Candidates:  Height:   157 cms (154 cms for ST and 155 cms for Hill areas).

Chest- Not applicable.

(iii) Weight:   Corresponding to height for all posts.

3 - Medical standard (For all posts) –

Eye sight:  The minimum distant vision should be 6/6 and 6/9 of 2 eyes without correction i.e. without wearing of glasses.

The candidate must not have knock knee, flat foot, varicose vein or squint in eyes and they should possess high colour vision.

They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

Physical Endurance Test Will NOT CARRY ANY MARKS BUT WILL BE OF QUALIFYING/ELIMINATION NATURE.

NOTE: I     Ex-Servicemen applying for the posts in CAPFs are not required to undergo PET. The Ex- Servicemen candidates for the post of Sub Inspector in Delhi Police have also been exempted from PET. However, all Ex-Servicemen are required to pass the written test and fulfill the physical standards prescribed for direct recruits for recruitment of Sub Inspector/ Assistant Sub-Inspector, as the case may be. They should also pass the medical standards prescribed for direct recruits.

NOTE: II    The candidature of female candidates who are pregnant at the time of Physical Endurance Test will be rejected as they cannot undergo PET. No appeal/representation will be entertained against such rejection.

Note: III     Medical Examination all the candidates who qualify in the PET will be medically examined by the Medical Officer of the CAPFs or any other Medical Officer or Assistant Surgeon belonging to Grade I of any Central/State Govt. Hospital or Dispensary. Candidates, who are found to be unfit, will be informed of theposition and they can make an appeal before Review Medical Board within the prescribed time limit of 15 days. Decision of Re-Medical Board / Review Medical Board will be final and no appeal / representation against the decision of the Re-Medical Board / Review Medical Board will be entertained.

Finally selected candidates for the posts of Sub-Inspector and Assistant Sub-Inspector would, as part of training curriculum, have to pass seven obstacle events as mentioned below, failing which they may not be retained in the Force:

i) Jumping over the Vertical Board.

ii) Holding the rope on jumping from the Board.

iii) Tarzan Swing.

iv) Jumping on the Horizontal Board.

v) Parallel Rope.

vi) Monkey Crawl.

vii) Vertical Rope.

viii) General Instructions to be complied by the candidates in the written examinations.
